ADVOCACY AT BRIEF
Hello and welcome to the latest edition of TIAO’s weekly newsletter. As we head into the long weekend, we wanted to thank you for your continued support of the work that TIAO does and we hope that you are able to enjoy a weekend with your friends and families.
This week, TIAO launched its pre-election survey designed to capture your views as the short campaign for the Ontario Provincial Election is set to begin. The information we collect will lay the foundations for our work during the provincial election. At a critical time for the tourism industry, when our recovery is far from secured, we need to ensure that prospective members of the provincial parliament are fully aware of the challenges we face. We need to utilize our relationships with all political parties and the media to make sure the issues that matter to the tourism industry are raised and answered during the election. Also happening this week, the funding portals for Tourism Relief Funding from RTO’s and ITO in partnership with FedDev Ontario opened. Please visit the dedicated RTO TRF site for the fund by clicking here where you can also learn more about the program and find your own dedicated portal for your local RTO to find details on how to apply and important dates associated with your application. On this week's TIAO stakeholder calls we went through the recent federal government budget, picking out some of the key announcements pertaining to the tourism industry and the wider economy. You can download our slides from that call further down in this newsletter. On the call itself, we expressed our disappointment that key recommendations put forward by the Coalition of Hardest Hit Businesses and TIAC were not taken up by the federal government. The decision not to extend financial support for the tourism industry is unfortunate because as we all know, reopening doesn’t mean recovery, especially when there are significant barriers to travel remaining and depressed consumer confidence. Specifically, TIAO will continue to work with TIAC to push for national solutions to the appalling examples of price gouging in the commercial insurance market and for further debt forgiveness for those who have taken out CEBA, RRRF and HASCAP loans.
However, there were a series of welcome announcements that TIAO strongly supports and that have been key advocacy asks over the past several years in collaboration with industry partners. One of the key announcements, actually announced before the budget was released, were key changes to the Temporary Foreign Worker Program (TFWP). These changes will allow businesses in accommodation and food services to fill a larger proportion of essential positions with temporary foreign workers and will open up the opportunity for more tourism and hospitality businesses to fill persistently vacant low-wage positions through the TFWP—key asks that TIAO has been pushing for.
The federal government also confirmed its intention to develop a new post-pandemic Federal Tourism Growth Strategy focused on the labour crisis and destination development. Other announcements in the budget included financial support for Indigenous tourism, a tax incentive for small businesses, defunding border closure operations, further consultations on reducing credit card process fees and measures to address the housing crisis. TIAO will of course share any opportunities for stakeholders to take part in any of the proposed new consultations and will ensure the voice of the tourism industry in Ontario is heard. Everyone at TIAO would like to thank the Coalition of Hardest Hit Businesses and TIAC for all their hard work in fighting for our industry.
As COVID-19 relief winds down, TIAO will continue working to ensure the stability of long-term tourism funds: tools like the Municipal Accommodation Tax (MAT) will become increasingly important to financing the tourism marketing that is critical to attracting visitors back to local Ontario destinations. In the next weeks, TIAO and our tourism delegation will meet with the Ministry of Municipal Affairs and Housing to discuss challenges with MAT implementation and solutions to improve the current MAT framework so that it can best support local tourism economies.

With the provincial election only a few months away, TIAO is seeking to understand the challenges facing tourism businesses throughout Ontario, what concerns businesses have for the future of the tourism industry, what supports are necessary moving forward, and how the next provincial government can support tourism.

VIA RAIL TO RESTORE SERVICE TO NORTHERN ONTARIO AND ACROSS CANADA BY END OF JUNE 2022
VIA Rail has announced that it will gradually restore most of its services across the country by the end of June 2022. Previously, VIA Rail had reduced the frequency of select services due to the COVID-19 pandemic.
Among the services to be fully restored is the Sudbury – White River route (full service by June 14) and the Quebec City – Windsor Corridor route (full service by June 9). Sudbury – White River is a crucial rail line serving Northern Ontario, enabling visitor movement from Southern Ontario to the many lodges along the route, as well as providing a vital transportation option for Northern residents.
With the peak summer season approaching, lodge operators seeking to recoup two years of revenue losses, and the US visitor market yet to return to Northern Ontario, the full-service resumption of the Sudbury – White River route is a crucial step for the recovery of Northern tourism economies.
TIAO welcomes this announcement and recognizes the advocacy efforts of our partners at NOTO and Destination Northern Ontario on this key issue.
GOVERNMENT OF CANADA ANNOUNCES $68.5M IN RELIEF SUPPORT FOR SOUTHERN ONTARIO TOURISM SECTOR
On April 6, 2022, the Federal Economic Development Agency for Southern Ontario (FedDev Ontario) announced a total investment of $68.5 million through the Tourism Relief Fund for Indigenous Tourism Ontario (ITO) and 11 RTOs.
$3.5 million will go to ITO to deliver non-repayable contributions of up to $100,000 to Indigenous businesses, not-for-profit organizations, Band Councils, and Indigenous communities to invest in new or enhanced tourism experiences, upgrade tourism assets, attract domestic and international tourists, and support Indigenous businesses and organizations with pandemic recovery.
A total of $65 million will go to 11 RTOs across southern Ontario, which will distribute the funding through non-repayable contributions of up to $100,000 to southern Ontario tourism businesses and organizations to innovate and invest in new and enhanced tourism experiences. The fund will be open to incorporated businesses, not-for-profit incorporated organizations, municipalities, and Indigenous-owned businesses, communities, and organizations.
TIAO welcomes this announcement, which will support the local recovery needs of tourism businesses, organizations, and regions in southern Ontario.

ONTARIO BUDGET 2022 WILL BE ANNOUNCED ON APRIL 28
Minister Peter Bethlenfalvy announced today that he will table Ontario's 2022 Budget on April 28. In a speech this week, Bethlenfalvy said his budget would be focused on building the province. He says the fiscal plan will be prudent and accountable, that is ambitious but also invests responsibly.

TIAO AND TOURISM DELEGATION TO DISCUSS MAT WITH MINISTRY OF MUNICIPAL AFFAIRS AND HOUSING
TIAO has confirmed a date for a roundtable meeting to discuss MAT implementation issues with the Municipal Finance and Policy branch of the Ministry of Municipal Affairs and Housing. The roundtable meeting has been set for the end of April.
With the decline of COVID-19 relief funding and tourism recovery expected to take years, MAT revenues will be an increasingly important source of financing for tourism recovery, with funds directed to local tourism marketing and product development. As such, this roundtable meeting will be a critical opportunity to relay existing industry concerns regarding the MAT regulatory framework and our recommendations to ensure the MAT can best meet its objectives in funding local tourism rebuild and growth.
TIAO will be joined by a delegation of DMOs, RTOs, and tourism associations from rural municipalities where the MAT is in place. Key focal points of the meeting will include:
- Ensuring consistency in requiring STR platforms (e.g., Airbnb, Vrbo) to collect and remit MAT in municipalities where MAT is legislated
- Ensuring MAT monies actually go toward tourism marketing and product development
- Ensuring that the MAT does not replace a tourism financing strategy but is part of it

A Three Fires Collaborative Quest Continues!
Next Employee-to-Employer Matching Event: April 25th, 2022
In collaboration with Indigenous Tourism Ontario (ITO), the Tourism Industry Association of Ontario (TIAO), is proud to partner on A Three Fires Collaborative Quest Program - a program designed to fill critical gaps within the industry by facilitating interviews between Indigenous jobseekers and tourism businesses in their region. Interviews will take place through a series of what we call Employee-to-Employer (E:E) Matching Events, which include both virtual and in-person event opportunities.
The program is open to individuals currently seeking employment and who identify as Indigenous. After being accepted into the program, in addition to attending the E:E Events, jobseekers will also have the opportunity to participate in frontline training workshops facilitated by Indigenous Tourism Ontario.
The next event is taking place on Monday, April 25th, and will be hosted virtually. Our online platform is called Brazen and it will allow you to create an employee profile and browse available opportunities, as well as schedule online interviews with potential employers. PERCEPTIONS OF ONTARIO AS A DESTINATION FOR LGBT+ TRAVELLERS SURVEY
Tourism partners in Ontario are conducting research on LGBT+ traveller perceptions of various regions of the province as a vacation destination. The survey also seeks to gather information on what types of tourism products and experiences these LGBT+ travellers would like to enjoy while in Ontario. Developed by Destination Toronto and the Toronto Alliance for the Performing Arts, along with an Arts and Culture Advisory Council made up of leaders across major arts disciplines, Now Playing Toronto captures the full scope and scale of Toronto experiences and is designed to be the best place to find everything happening tonight, this weekend or a month from now.
A celebration of the breadth and diversity of events in our city, from what's new, up-and-coming artists to the largest shows and events, Now Playing Toronto is here to assist cultural organizations and event producers re-engage and reach new audiences.

SAFE TRAVELS STAMP ADMINISTERED BY TIAO
TIAO has been chosen by the World Travel and Tourism Council (WTTC) to administer the Safe Travels Stamp in Canada. The Safe Travels Stamp is an international symbol designed to allow travellers to recognize governments and companies around the world, which have adopted health and hygiene standardized protocols – so consumers can experience ‘Safe Travels’.
As we are being asked to limit our travel, recognize that the Safe Travels Stamp contributes to comfort with consumer sentiment both from travelers to your area and for your local community. This recognition can lend itself to peace of mind.

MEMBERSHIP IN 2022 – IS IT COMPLIMENTARY?
In 2020, thanks to a grant provided by the Ministry of Heritage, Sport, Tourism and Culture Industry, we had the opportunity to be able to extend complimentary membership for one year. TIAO then chose to extend this again in 2021 recognizing the continued struggle. We need to move forward and rebuild but we know that Re-opening does not mean recovery.
In yet another transition year - we need to charge for membership - but we are keeping our rates level and asking the RTOs, DMOs, Sector Associations, Government, Tourism Industry Suppliers and Educators to pay - as we work with you to cascade up and down the information so that we can continue to collaborate and work together to deliver the voice to industry.
We are offering complimentary membership to tourism operators IF the tourism operator is a member of their local DMO and/or Sector Association. We recognize that tourism operators are still challenged. By aligning with the DMOs/Sector Associations we are allowing tourism operators to not have to choose IF they can only afford one membership - we want them to work with those that can market and bring them business.
For those tourism operators that are able to and want to contribute to green shoots to support TIAO’s advocacy efforts, this is greatly appreciated.
We look forward to hearing from you, having more input, strengthening our industry’s voices and making sure tourism is represented.

Ontario and First Nations Celebrate Historic Milestone for the Ring of Fire

Premier Doug Ford and Greg Rickford, Minister of Northern Development, Mines, Natural Resources and Forestry, joined Chief Bruce Achneepineskum of Marten Falls First Nation and Chief Cornelius Wabasse of Webequie First Nation to celebrate a historic milestone to unlocking jobs and economic opportunities in the Ring of Fire region.
Ontario Passes Landmark Legislation to Keep Ontario Open

Today, the Ontario government passed the Pandemic and Emergency Preparedness Act, 2022, a critical component of the province’s Plan to Stay Open. Among other measures, the legislation bolsters Ontario’s health workforce by recognizing foreign-credentialed workers and giving publicly-funded personal support workers (PSWs) and direct support workers (DSWs) a permanent raise.
Ontario Bolsters Support to Get Small Businesses Online

The Ontario government is helping more small businesses online through the renewal of the Digital Main Street program, including Digital Service Squads, which have helped thousands of businesses with one-on-one technology support. In the 2021 Fall Economic Statement, the province committed to an increased investment of $40 million over two years to help Ontario businesses better compete at home and abroad.
Ontario Strengthening Tourism and Recreation Sectors in Kenora and Rainy River

The Ontario government is providing more than $645,000 through the Northern Ontario Heritage Fund Corporation (NOHFC) to support five projects in the Kenora and Rainy River areas. This investment in recreation, tourism and culture will help boost economic growth, improve quality of life and build strong, healthy communities.
Ontario is Making it Easier to Start a Business

The Ontario government is making it easier to start and grow a business with the launch of the new Ontario.ca/business website. The website is one of the initiatives being implemented as part of the Fewer Fees, Better Services Act, which received Royal Assent on March 3, 2022, and builds on successive efforts to cut red tape and reduce unnecessary regulatory burdens for businesses.
Ontario Moves Forward with East Harbour and Four Other Transit-Oriented Communities

The Ontario government is partnering with the private sector and the City of Toronto to build five transit-oriented communities along the Ontario Line, including one at East Harbour. Integrating transit, housing, commercial space and park land, along with other amenities, is part of the government’s plan to build more homes near transit and vibrant communities, while reducing gridlock, creating more economic opportunities and supporting the creation of thousands of new jobs.
Ontario Powering Economic Development in Northwestern Ontario

Ontario is delivering on its promise to provide reliable, affordable electricity across the province with the activation of the East-West Tie, a new 450 km transmission line that runs from Wawa to Thunder Bay. This new transmission infrastructure will provide flexibility and capacity that is essential for building prosperous communities and supporting future Northern economic development initiatives, including the Critical Minerals Strategy, as we better connect mines in the north with the growing electric vehicle (EV) manufacturing sector in the south.
Bringing Passenger Rail Back to Northeastern Ontario

The Ontario government is investing $75 million to bring passenger rail service back to Northeastern Ontario, restoring a key transportation option that was previously cancelled in 2012. Service will be reinstated between Timmins and Toronto, helping to connect Northern Ontario as the government invests in unlocking the full economic potential of northern industries, resources and minerals.
